Development Country Lead, Offshore Wind France - An important role within the Offshore business, this role will represent Regional Heads as future asset owners lead in the management and delivering of an offshore project. This role is a strategic role for the Offshore business, working closely (when applicable) with joint venture partners. The responsibilities will include high level external and internal communications, and representing country level offshore wind strategy on the Senior Management Team.

This is an exciting role and the successful applicant will be a key member of a senior team with ambitious offshore wind growth targets.

1 Key Accountabilities As a Project Country Lead Manager (Development) - (Offshore) you will be:

  • Working with Strategy Dept to ensure regular updating of market attractiveness criteria for existing and new markets thereby ensuring alignment between Development and Strategy view;
  • Representing and co-ordinating within offshore development business.
  • Co-ordinate Offshore contribution to Board approval papers and Board updates;
  • Contribution to establishing company’s presence in country.
  • Attendance in scouting mission meetings with Government, regulators, local industry, partners;
  • Working with Regulatory to evaluate offshore wind policies and roll-out regime, inform lobbying strategy to influence and improve market attractiveness;
  • Determining development capability gap of the business, corresponding suitability of prospective partners and identification of wider benefits that they may bring;
  • Manage external stakeholder activity to build and maintain links with key stakeholders to facilitate delivery of the Project, including links with the supply chain;
  • Ensure external communications (including attendance at events) are sufficiently frequent and of a high quality and reflect the company’s current position.

2 Knowledge

  • Hands-on experience of negotiating and managing consent, stakeholder and land agreement on major infrastructure projects;
  • A solid understanding of the complex consent requirements related to offshore projects;
  • Knowledge of health, safety and environmental legislation associated with construction projects;
  • Strong self-performance management and delivery focus with the ability to balance conflicting requirements on quality, costs and time;
  • Strong team worker with the ability to resource, manage and influence project teams in an inclusive manner and to lead teams where required;
  • Good all round understanding of land acquisition, landowner liaison principles and risk mitigation practises;
  • Strong influencing, interpersonal and change management skills;
  • Strong negotiating and persuasion skills, as well as written and oral communication skills;
  • Proven ability to persuade, challenge and build credibility at all levels and across functions of the business;
  • Ability to be proactive and take responsibility for matters, while responding to competing business demands;

Planning & Organising

  • Strong ability to manage competing timescales
  • Ability to make recommendations and implement decisions effectively in a manner consistent with sound commercial risk management principles, and in a timely manner, while reporting key consenting issues to the Project Lead;
  • Ability to manage own workload and that of a team;
  • Ability to explain complex and detailed consenting issues and interactions in order to allow the Offshore business to make decisions;
  • Ability to evaluate, develop and recommend solutions to complex consenting issues in order to mitigate the threat to the achievement of company objectives in light of changing stances by key counter-parties;
  • Knowledge of the principles of land acquisition;

3 Skills

  • Excellent interpersonal skills, particularly for leading/participating in virtual teams drawn from across the business to develop tenders;
  • Strong communication and negotiating skills required for developing relationships within long term contracts;
  • Research and strategic analysis;
  • Good organisational skills to meet fast paced timescales on a number of potentially simultaneous negotiations and other business development activities; and
  • Strong ability to use Microsoft 365 (Word, Excel, PowerPoint, SharePoint).

4 Experience

  • Proven experience of negotiating and delivering large scale land acquisition ;
  • Knowledge of health, safety and environmental legislation associated with construction projects;
  • Strong ability to manage own performance, with a significant focus on delivery and an ability to balance a varied and challenging workload, whilst producing high quality results in demanding timeframes
  • Experience of working in the offshore renewable energy industry.

5 Qualifications

  • A degree in business, renewable energy, or equivalent qualification is desirable, but a proven background in a meaningful commercial activity may be sufficient;
